It is possible, yes. When you click on a player's profile, towards the bottom is a link to send them a message. Under the message box is a place to attach items.
If you can't find someone you want to give them to, and still don't want to autosell them, you can always sell them in the auction house.

By collections im gonna guess you mean displays. Go to the casinos, and scroll to the bottom. The only way to do that is to peruse all the Displays, or just jump in chat and ask if anyone collects the specific item. The collectors who do hang out in chat make it know what they are looking for so that others can steer people their way when needed.

If you mean to one of your own characters, it is never allowed unless it is an item of the month that you donated to buy. Everything else is off limits.
