Trouble in The Wasteland is about where the stolen goods from Troutmaster went. However, it is possible to activate it without finishing the Go Fish quest. In that context, the in-game text doesn't make sense, since both you and Rand have no idea who is the Troutmaster yet.

It's been Ryme's stance that continuity restrictions hurt more than help, and it'd be very difficult to put into practice with all the different orders quests could be completed. I don't know if Kinak agrees with this, but for now we're supposed to just live with it. Or do the quests in order :p

Ever picked up a comic book and read it, even though you didn't read the half dozen issues (or more) that came out before it? This is just like that. By moving on to the level 8 quest before finishing level 6, you've just skipped an issue that explained the backstory.
