It's simple, really.
You pay your rent in dollars. You're paid in dollars. Chips are only used as a "shadow currency" in the Twilight nightlife. You can't quit your job because you can't pay your rent in poker chips. Just like real life.

Apparently, in some states you could buy some kind of stickers or something anonymously, then stick them on your drugs. If you were busted, and your junk didn't have the proper sticker, you'd be subject to additional fines and/or jail time. Awesome, huh?
