Well... the quantum hopper won't actually help.
You can either build jumpy boots using something springy from the desert, or by getting a certain vehicle from Teeter Street.

Wow that is a complicated way to get Super Jump. Definitely go for the desert, on the way to getting the item you need you'll pick up some nice webbed sands that will help with the Mick.

Oh wow, that's right. I completely forgot about those. Yeah, they'd work, but the quantum hopper's drop rate is pretty low (as you're noticing).
