increased combat chance question

ultrarares aren't affected by anything whatsoever.

Not an official answer, but as wandering foes can be encountered in 100% non-combat areas, and there doesn't seem to be any effect for more combat chance, I'd assume they are unaffected. It's just a counter, when it counts down to zero, you get a villain.
