I /think/ if you're level 6 when you do the quest, you have to wait until the next level to get the message. Not entirely sure. Also, if Ryme didn't 'fake' the message and the character actually logs on to send the message, Ryme could've messed with that over the past few days when logging into it. I don't see /why/ Ryme would do it that way, but :/

I'm pretty positive that it's automated.
I would try visiting Susan and seeing if she has anything to say, and then double-checking your messages. It's possible that you missed the notification.

The message from Susan comes when you either visit the training center, or you level up. I don't remember offhand. It's not from finishing the quest, or from rollover, it's definitely triggered by something in the training center.
