Dreamer's Clock oddness (maybe a bug?)

I didn't see this mentioned anywhere else in the forums. Using the dreamer's clock as transportation, one can not survey the rooftops of downtown, nor fly above twilight. It seems wrong that a vehicle capable of infinite journeys, even to places that don't technically exist, couldn't get one onto a roof. Just an observation. Thanks for your time :)

Not a bug. Ryme has explained this before in chat, probably quite a few times. You're inside the Dreamer's Clock, so when you're trying to fight in the sky or under water you can't very well step out of it to reach your enemies without falling to your death or drowning.

I accept that, but why can't I park on a roof top and hop out to fight some crime?

This was discussed Ad nauseam, I'm sure you can find the relevant thread(s). That's how Ryme wants it to be.
